The significant harm to the character and appearance of the area caused by introducing sporadic residential development into the countryside, combined with the unsustainable location requiring reliance on private vehicles, outweighed the modest benefits of housing delivery and the provision of an accessible dwelling.
The modest benefits of housing supply, economic benefits, and provision of an accessible extra-care dwelling were significantly and demonstrably outweighed by the significant harm to character and appearance and the conflict with the development plan's locational strategy for sustainable development.
