What decided it
The very substantial harm to character and appearance and to living conditions of neighbouring residents, when weighed against the benefits of housing delivery and public realm improvements, significantly and demonstrably outweighs those benefits even in the context of a five-year housing land supply shortfall.
The significant benefits of 223 net new dwellings and public realm improvements (significant and moderate weight) were outweighed by very substantial harm to character and appearance and very substantial harm to living conditions of neighbouring residents, such that the adverse impacts significantly and demonstrably outweighed the benefits.
