The proposed outbuilding's significant height and scale would fail to maintain the characteristic hierarchy of the conservation area where outbuildings are subordinate to host dwellings, and its stark black external treatment would jar against the traditional material palette, causing unacceptable harm that outweighs the limited private benefits.
