What decided it

The removal of the existing neglected phone boxes, which are negative influences on the street scene, would provide sufficient benefit to outweigh the incongruity of the modern street hub, resulting in a more beneficial overall scenario for the character and appearance of the conservation area and settings of heritage assets.
