What decided it
The absence of a dark landscape buffer/corridor along the north-east boundary would result in harm to bats and adversely affect the integrity of The Ebernoe Common SAC and The Mens SAC, which attracted substantial weight and could not be outweighed by the housing benefits.
The benefits of 19 market dwellings, economic benefits during construction and occupation, and suitable design (together attracting significant to moderate weight) were outweighed by the substantial harm from the absence of an acceptable dark landscape buffer/corridor affecting bat populations and SAC integrity, the failure to secure adequate planning obligations for infrastructure and mitigation, and the moderate harm from the inappropriate housing mix.
