Main issues, as the Inspector framed them

  • The effect of the proposals on amenity, character and appearance with particular regard to the setting of the Folkestone Leas and Bayle Conservation Area

What decided it

The public benefits of the proposal are substantially outweighed by the adverse effects on character, appearance and the setting of the Conservation Area, with no clear justification for the identified harm.

Applying Policy S4, the benefits of approving the development are substantially outweighed by the adverse effects, as the proposal conflicts with Policy DP3 of the Framework which is a decision-making policy stating development should be refused where it fails to positively respond to context and integrate with heritage assets.
