What decided it

The prominence and intrusive nature of the Street Hub structure within the streetscene and its visual intrusion into the setting of the conservation area could not be justified by the limited public benefits offered.

Applying Policy S4, the benefits of approving the development (free public telecommunications access, small-scale 5G coverage, and removal of a deteriorated phone box) were substantially outweighed by the adverse effects on character and appearance and the setting of the conservation area, with no clear justification for the harm.
