The absence of any materially greater harm to on-street parking, highway safety or neighbours' living conditions compared with the extant fallback scheme, combined with adequate refuse/cycle provision, meant the benefits and neutral effects of the scheme were not outweighed by any identified harm, and the appeal was allowed.
