What decided it
The appeal site would not be easily accessible by sustainable means for all users and would not provide safe access for all, contrary to Framework paragraph 115, and the adverse impacts of this poor sustainability would significantly and demonstrably outweigh the housing supply benefits.
The housing supply shortfall and benefits of five dwellings, economic benefits during construction, and biodiversity net gain were given considerable weight in favour; however, the adverse impacts of poor accessibility by sustainable means and the conflict with Framework objectives to support sustainable travel and prioritise non-car modes were found to significantly and demonstrably outweigh these benefits when assessed against the Framework taken as a whole, and the presumption in favour of sustainable development did not apply.
