The adverse impacts of granting permission (retention of housing units at odds with identified need) were limited in scale, while the benefits (one net additional unit and contribution to housing supply in a sustainable location) were significant; the adverse impacts would not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
