What decided it

The proposal would generate demand for parking of up to four vehicles at peak times but the property can only safely accommodate two vehicles, creating unacceptable highway safety harm through increased on-street parking and antisocial parking behaviour.

The moderate weight given to the social benefits (supported accommodation for vulnerable young people) and economic benefits (job creation) did not outweigh the unacceptable harm to highway safety caused by parking stress.
