Main issues, as the Inspector framed them
- Whether the proposal would be inappropriate development in the Green Belt
- Effects on the character and appearance of the area
What decided it
The absence of a five-year housing land supply, which engages the presumption in favour of sustainable development under NPPF paragraph 11(d), combined with the identification of the site as grey belt where development is not inappropriate, tips the planning balance in favour of allowing the appeal despite the conflict with Policy SP7.
The moderate harm from conflict with Policy SP7 and the development's urbanising effects on the rural setting were outweighed by the benefits of providing new homes to address the local housing shortage, the sustainable location adjacent to an established settlement with good access to services and public transport, and the economic benefits from construction and future occupant expenditure, applying the presumption in favour of sustainable development under NPPF paragraph 11(d).
