What decided it

The moderate less-than-substantial harm to the conservation area, to which great weight must be given, was not outweighed by the public benefits of housing delivery and self-build provision.

The appreciable weight attributed to the public benefits of six dwellings, self-build housing provision, and support to community vitality was insufficient to outweigh the significantly harmful and permanent effect on the conservation area (to which great weight attaches), the conflict with the development strategy, harm to highway safety and living conditions, and insufficient information on protected species, trees and flooding.
