What decided it

The limited to moderate benefits of providing a single dwelling, self-build opportunity and economic activity were outweighed by the substantial harm to character and appearance and the failure to secure SAC mitigation, with the habitats and biodiversity policies providing a strong reason for refusal under Paragraph 11(d)(i) of the Framework.
