Main issues, as the Inspector framed them
- Whether the proposal would preserve no 7 East Mersea Road, otherwise known as Barrow Hill House, a Grade II listed dwelling, and any of the features of special architectural or historic interest that it possesses
What decided it
The proposed two-storey flat-roofed extension would create an awkward, jarring physical relationship with the building's characteristic catslide roof and would fail to integrate sympathetically with the host building, thereby harming its significance as a Grade II listed building, with no public benefits to justify this harm.
The considerable importance and weight attributed to the harm to the listed building's significance was not outweighed by any public benefits, as the private benefits of enhanced internal accommodation and subjective visual improvements did not constitute public benefits capable of justifying the harm to the building's conservation.
