Main issues, as the Inspector framed them
- Whether the proposal would preserve no 7 East Mersea Road, otherwise known as Barrow Hill House, a Grade II listed dwelling, and any of the features of special architectural or historic interest that it possesses
What decided it
The proposed extension would create an awkward and jarring physical relationship with the building's characteristic catslide roof, failing to integrate sympathetically and thereby harming the special architectural and historic interest of the Grade II listed building, with no public benefits to outweigh this harm.
The harm to the significance of the Grade II listed building, to which considerable importance and weight must be attributed under Framework policy HE6, was not outweighed by any public benefits, as the private benefits of enhanced internal accommodation and subjective visual improvements do not constitute the public benefits required to justify harm to a heritage asset.
