Main issues, as the Inspector framed them
- the effect of the proposed development on the character and appearance of the area
- the effect of the proposed development on trees, including those protected by a Tree Preservation Order (TPO)
What decided it
The proposal's conflict with the development plan in extending built form into the countryside, combined with the recent neighbourhood plan's housing allocations and the application of paragraph 14 of the NPPF, means the adverse impacts significantly and demonstrably outweigh the housing and self-build benefits.
The benefits of housing supply, self-build and custom housebuilding provision, and local economic benefits were outweighed by the harm to countryside character and appearance, particularly given the neighbourhood plan's recent adoption with housing allocations and the application of NPPF paragraph 14.
