What decided it

The appeal site cannot be said to have access to a genuine choice of transport modes and would not be in a sustainable location for the purposes of paragraph 155(c) of the Framework, meaning the grey belt exception does not apply and the development is inappropriate in the Green Belt with substantial harm to openness that is not clearly outweighed by other considerations.

The substantial weight given to Green Belt harm by reason of inappropriateness and harm to openness is not clearly outweighed by other considerations including moderate weight for housing delivery benefits and considerable weight for economic and social benefits, therefore very special circumstances do not exist.
