What decided it

The Council's inability to demonstrate a five-year supply of deliverable housing sites engaged the presumption in favour of sustainable development, and the modest localised harm to character and appearance did not significantly and demonstrably outweigh the benefits of housing delivery and self-build provision.

The modest adverse impacts on character and appearance were outweighed by the benefits of contributing to housing supply, self-build housing, addressing the shortfall in housing land supply, reducing the need to travel by car, and making efficient use of land, when assessed against the policies in the Framework taken as a whole.
