What decided it

The net loss of one dwelling and reduced density of the site, contrary to the development plan's protection of existing housing stock and the Government's objective of significantly boosting housing supply, could not be offset by the energy efficiency, accessibility and appearance benefits offered.

The substantial harm to housing stock and conflict with the development plan's housing objectives, when assessed against the Framework as a whole under the tilted balance, significantly and demonstrably outweighed the benefits of energy efficiency improvements, accessibility for disabled occupiers, and minor appearance gains.
