What decided it

The failure to provide an effective mechanism to secure the development as a self-build dwelling and the absence of the minimum information required for biodiversity net gain under the statutory framework rendered the proposal non-compliant with the Framework, which was not outweighed by the proposal's benefits.

The moderate benefits of housing delivery and efficient land use, together with limited benefits from self-build value and economic activity, were outweighed by the significant material consideration that the development would not accord with the statutory BNG regime and the Framework's BNG objective.
