The adverse impacts of granting permission, comprising conflict with the spatial strategy (afforded moderate weight), moderate harm to character and appearance (limited by scale and localised views), and undemonstrated loss of best and most versatile agricultural land (limited weight given negligible impact on farming), did not significantly and demonstrably outweigh the benefits of housing supply contribution and retention of a building of historic interest when assessed against the Framework taken as a whole.
