Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the area with particular reference to an Area of Great Landscape Value (AGLV)
- the effect of the proposal on arboricultural interests
- the effect of the proposal on the living conditions of Clockhouse Mews with particular reference to the outlook and daylighting of its shared outdoor space
- whether the proposal would provide suitable living conditions for future occupiers with particular reference to outdoor space and outlook
What decided it
The substantial harms to the character and appearance of the AGLV, arboricultural interests and the living conditions of neighbouring residents substantially outweigh the benefits of providing a single dwelling to address the Council's housing land supply shortfall, and Policy DP3 of the Framework directs refusal in such circumstances.
The benefits of approving development, including substantial weight for the contribution to housing need and efficient use of land, were substantially outweighed by the significant adverse effects on landscape character, trees and neighbouring amenity, with Policy DP3 directing refusal.
