What decided it
The spatial relationship between the proposed dwelling and its constrained triangular plot would result in unacceptable harm to character and appearance and poor living conditions for future occupiers that cannot be outweighed by the modest housing and economic benefits, even under the tilted balance.
The modest benefits of housing delivery, economic activity, efficient use of land and off-site open space contribution (moderate weight) were significantly and demonstrably outweighed by the significant harm to character and appearance and living conditions, and conflict with up-to-date development plan policies (heavy weight), such that the presumption in favour of sustainable development did not apply.
