The proposed development would have a seriously detrimental impact on highway safety due to the proximity of the new access to existing junctions and the inadequate stopping distances available, which conflicts with Local Plan Policies T2 and HQ1 and NPPF paragraph 116, and this harm is not outweighed by the limited benefits in the absence of a clearly demonstrated need.
