Main issues, as the Inspector framed them
- The effect of the proposal on biodiversity, with regard to Green Infrastructure (GI), the Eccles Colliery Extension Local Wildlife Site (LWS), the North Tyneside Local Plan Wildlife Corridor and priority species
What decided it
The substantial housing benefits, including affordable provision to meet identified needs, combined with the acknowledged housing land supply shortfall and the absence of significant adverse effects on the integrity of the LWS under Framework Policy N6, outweighed the moderate localised biodiversity harm and development plan conflict when applying the presumption in favour of sustainable development.
The benefits of approving the proposal (37 dwellings including 9 affordable units, economic benefits, contribution to housing land supply shortfall of 2.82 years) would not be substantially outweighed by the adverse effects (moderate localised harm to biodiversity, fragmentation of habitats and wildlife links, conflict with development plan policies DM5.2, DM5.5, DM5.7, DM5.9, S5.4), when assessed against the national decision-making policies in the Framework taken as a whole.
