What decided it

The proposal fails the sequential test for flood risk by locating development in Flood Zone 2 without evidence that sequentially preferable sites are unavailable, contrary to NPPF paragraph 174 and Policy CC3.

Although the proposal would not harm character and appearance and would deliver public benefits through communications infrastructure, the unacceptable flood risk conflict with the development plan outweighed these considerations.
