What decided it
The proposal fails the sequential test for flood risk by being located in Flood Zone 2 without evidence of a sequential risk-based approach or a site-specific flood risk assessment, contrary to NPPF paragraphs 174-175 and Policy CC3 of the Barnsley Local Plan.
Although the proposal would not harm character and appearance and would deliver public benefits through communications infrastructure, the unacceptable flood risk conflict with the development plan outweighed these considerations and no material considerations were sufficient to overcome the conflict.
