What decided it

The substantial benefits of delivering a self-build dwelling to meet unmet demand, combined with the lack of harm to character and appearance and the Chilterns National Landscape, outweighed the conflict with the spatial strategy of the neighbourhood plan under the tilted balance in paragraph 11(d)(ii) of the Framework.

The conflict with the Chinnor Neighbourhood Plan spatial strategy was outweighed by the substantial social benefits of delivering a self-build dwelling to meet high unmet demand and limited economic and environmental benefits, applying the tilted balance under paragraph 11(d)(ii) of the Framework.
