Main issues, as the Inspector framed them
- the effect of the proposal on ecology
- the effect of the proposal on the character and appearance of the area
- the effect of the proposal on highway safety
- whether or not the proposal would be inappropriate development in the Green Belt
- whether or not the proposal would make adequate provision for biodiversity net gain
What decided it
The proposal would fail to comply with Framework Policy TR6 on highway safety and Policy N6 on irreplaceable habitats (ancient woodland), with insufficient evidence to rule out unacceptable harm to protected species and priority habitat, such that the limited benefits would be substantially outweighed by adverse effects under Policy S5.
The limited benefits of farm viability and domestic food production support were substantially outweighed by the cumulative adverse effects of unacceptable harm to highway safety, insufficient evidence of no harm to protected species and ancient woodland, and limited but localised harm to character and appearance.
