Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the area with particular reference to an Area of Strategic Visual Importance (ASVI)
- the effect of the proposal on flood risk
- the effect of the proposal on the integrity of a Site of Nature Conservation Importance (SNCI)
- whether the proposal would provide suitable living conditions for future occupiers with particular reference to play space, outdoor space, sunlight and privacy
What decided it
The proposal's conflict with the Framework's key principles for well-designed places (Policy DP3) and the requirement that flood risk not be increased elsewhere (Policy F7), combined with inadequate play space provision, substantially outweighed the substantial weight given to housing delivery benefits.
The substantial weight given to the benefits of providing homes to meet evidenced accommodation needs and making better use of previously developed land was substantially outweighed by the significant adverse effects of harm to the ASVI character and appearance, increased flood risk elsewhere, and inadequate living conditions through lack of play space provision.
