Main issues, as the Inspector framed them

  • whether the proposal would comply with local and national planning policy which seeks to steer new development away from areas at the highest risk of flooding

What decided it

The proposal comprises Highly Vulnerable development located wholly within Flood Zone 3a, which the Framework identifies as incompatible with that flood zone, and the proposed mitigation measures do not remove this significant conflict with national flood risk policy.

The benefits of meeting identified unmet need for Gypsy and Traveller accommodation and the absence of suitable alternative sites were substantially outweighed by the adverse effects of locating highly vulnerable development within an area at high risk of flooding.
