The absence of cogent evidence about demand, need and supply of commercial floorspace, combined with unacceptable harm to the character and appearance of the surrounding countryside through urbanisation, meant the proposal conflicted with Policies DM4, DM10 and DM20.

The moderate weight given to economic benefits of job creation and economic growth did not outweigh the unacceptable harm to the character and appearance of the surrounding countryside.
