What decided it

The degree of noise and disturbance from vehicle parking, manoeuvring and access along the track immediately adjacent to the neighbouring property would create an unacceptable impact on the living conditions of the occupiers of Westlands, contrary to development plan policies requiring avoidance of unacceptable harm to amenity.

The harm arising from the proposals on the main issue clearly outweighs the benefits arising from the scheme (provision of swimming lessons and support for a commercial enterprise in the rural area)
