Main issues, as the Inspector framed them

  • whether the appeal site is suitable for new residential development, having regard to the spatial strategy and proximity to services
  • the effect on the character and appearance of the site, with particular regard to the intensification in built form
  • whether the proposal is acceptable in respect of surface water and foul drainage

What decided it

The substantial weight to be given to the provision of two additional dwellings in a district with severe housing shortfall (1.7 years supply) and significant weight to the redevelopment of previously developed land under Policy S5(d) of the Framework outweighed the conflict with the development plan's locational strategy.

The benefits of housing delivery and redevelopment of previously developed land substantially outweighed the limited adverse effects arising from the proposal's location outside a settlement boundary and reliance on private car travel.
