What decided it

The substantial adverse effects on character and appearance, living conditions of existing and proposed residents, and the failure to secure mitigation for European sites substantially outweighed the benefits of housing delivery in a district with insufficient five-year supply.

The benefits of providing 4 dwelling-equivalent units in a sustainable location and contributing to housing supply in a district with only 2.55 years' supply were substantially outweighed by the substantial adverse visual effects on character and appearance, significant harm to outlook of existing and proposed residents, and unmitigated adverse effects on the integrity of the Dorset Heathland and Poole Harbour SPAs.
