What decided it

The harm to the character and appearance of the area and the Surrey Hills National Landscape, being matters of considerable importance, substantially outweighed the benefits of providing one additional self-build dwelling in a location with a significant housing land supply shortfall.

The benefits of the scheme, including the provision of one additional self-build dwelling and modest economic and social advantages, were attributed substantial weight having regard to the lack of a five-year housing land supply; however, these benefits would be substantially outweighed by the adverse effects of harm to character and appearance, the AGLV and the National Landscape.
