Main issues, as the Inspector framed them
- The main issue is the effect on highway safety, including the free flow of traffic and the convenience of other highway users, of varying the conditions to allow a further reduction in parking spaces against the Council's parking standards.
What decided it
Surrey County Council, as highway authority, confirmed in a statement of common ground that the proposed reduction in car parking spaces did not raise any issues of highway safety, and there was no compelling evidence that overflow parking would impede the free flow of traffic or inconvenience other highway users.
the absence of any unacceptable impact on highway safety, together with the modest economic benefit of reallocating underused residential parking to commercial use, favoured allowing the reduction in parking provision sought by the appellant.
