Main issues, as the Inspector framed them

  • The effect of the development on the character of the area, with regards to the balance and mix of housing and the living conditions of neighbouring occupiers

What decided it

The development would contribute to an existing significant concentration of HMOs in the area (15-20% of housing stock), thereby conflicting with Policy Ho11's requirement to maintain a mixed and balanced community and avoid adverse impacts on character and living conditions.

The benefits of more effective land use and economic contribution were substantially outweighed by the adverse effects of contributing to HMO over-concentration and generating noise and disturbance contrary to Framework objectives for appropriate housing mix and location-appropriate development.
