Main issues, as the Inspector framed them

  • Whether the proposal would preserve the Grade II listed building, known as Bland Hill Farmhouse and outbuilding, or its setting or any features of special architectural or historic interest that it possesses

What decided it

The harm to the significance of the Grade II listed building and its setting, which is of considerable importance and weight and is not outweighed by public benefits, combined with failure to conserve and enhance the natural beauty of the Nidderdale National Landscape.

The benefits of granting planning permission, comprising improved domestic accommodation and reduced visual clutter, were substantially outweighed by the adverse effects of harm to a designated heritage asset and failure to conserve the National Landscape, applying the presumption in favour of sustainable development under Policy S5 of the Framework.
