The significant public benefits of addressing the evidenced national shortage of lorry parking spaces and supporting the strategically important Port of Felixstowe's supply chain resilience outweighed the moderate localised harm to landscape character and ecology when assessed against NPPF policies as a whole.
The moderate harm to landscape, character and appearance and ecology, which conflicts with the development plan, was outweighed by the significant public benefits of meeting the evidenced need for lorry parking to support the Port of Felixstowe and the logistics economy, applying the tilted balance under NPPF paragraph 11(d)(ii)
