The less than substantial harm to the Bedminster Conservation Area caused by unsympathetic alterations to a character building, combined with inadequate employment use viability evidence and poor provision of cycle and refuse storage, outweighed the limited benefit of one additional housing unit.
The limited benefit of one additional housing unit was insufficient to outweigh the identified harm to the conservation area and the conflicts with employment retention and design policies.
