Main issues, as the Inspector framed them

  • Whether the appeal site would be a suitable location for residential development, having regard to local spatial policy
  • The effect of the proposal on the character of the area

What decided it

The proposal would fail to enhance the immediate setting of the building as required by national policy HO11(1)(c) for isolated homes, and would introduce insensitive domestic design features that would significantly harm the rural character of the area in conflict with multiple development plan and national policies.

The limited benefits of one dwelling in a district with critically low housing land supply (1.53 years) and removal of the pole barn were substantially outweighed by significant harmful effects on the character of the countryside, failure to meet national policy requirements for isolated homes, and poor design that would not create a well-designed place.
