Main issues, as the Inspector framed them
- the effect of the proposed outbuilding on the character and appearance of the host dwelling and the surrounding area
- the effect of the proposed outbuilding on the living conditions of the occupiers of No. 68 Northfield Road, with particular regard to overlooking
What decided it
The additional height, scale and dwelling-like form of the appeal proposal would cause it to compete with the host dwelling and appear cramped, visually intrusive and unduly prominent, eroding the spatial characteristics of the site and the character of the surrounding garden setting, contrary to Framework Policy DP3(1) and (3), and this harm was not substantially outweighed by the limited benefits of improved ancillary accommodation.
applying Policy S4, the benefits of granting planning permission, being limited weight for improved ancillary accommodation and significant weight for the approved fallback position, were substantially outweighed by adverse effects in the form of substantial weight for harm to the character and appearance of the host dwelling and surrounding area, when assessed against the national decision-making policies of the Framework
