What decided it

The cumulative conflicts with the development plan across character, infrastructure, living conditions, highway safety and ecology, when weighed against the limited housing supply benefits, meant the adverse impacts significantly and demonstrably outweighed the benefits under NPPF paragraph 11d)ii.

The limited benefit of providing one additional dwelling and contributing to housing supply was outweighed by significant harm to character and appearance, infrastructure operation, future occupiers' living conditions, highway safety, and ecological interests, with the adverse impacts significantly and demonstrably outweighing the benefits when assessed against the Framework taken as a whole.
