Main issues, as the Inspector framed them

  • Whether the layout of the proposed development would provide suitable access for fire and rescue service vehicles
  • Whether the proposed development would provide acceptable living conditions for future occupants, with regard to internal floor areas, daylight, outlook and waste disposal

What decided it

The inadequate access for emergency vehicles, which conflicts with Policy LPP42 of the development plan and Policies TR4(d) and P5 of the Framework, significantly and demonstrably outweighs the substantial weight given to housing delivery and other benefits.

The substantial weight afforded to the provision of new homes in light of the lack of a five-year supply of deliverable housing sites and limited weight to other collective benefits were substantially outweighed by the very substantial weight given to the harm from inadequate access for emergency vehicles, which significantly and demonstrably outweighs the benefits of the proposed development when assessed against the policies of the Framework as a whole.
