The modular buildings would be located to the rear of the church, visually subordinate to the principal building, with limited visibility from the street due to screening by the existing church structure, thereby respecting the character and appearance of the host building and surrounding area in accordance with Policy C1 and JP-P1.

The social, economic and environmental benefits of providing additional operational space for the church's community outreach, accommodation for individuals with reduced mobility, and the use of a prefabricated reusable structure outweighed any concerns, with no identified harm to character, appearance, residential amenity, highway safety, ecology, drainage or other material considerations.
