What decided it

The size and prominence of the illuminated displays would create a dominating, cluttered feature that conflicts with the character and appearance of the high street and the design quality requirements of the development plan and NPPF, such that the benefits of telecommunications provision would be substantially outweighed by the adverse effects.

Applying Policy S4 of the NPPF, the benefits of the proposal for wi-fi, public services, device charging, extended 4G and 5G coverage, renewable energy and environmental sensors were given substantial weight, but were substantially outweighed by the adverse effects on character, appearance and visual amenity when assessed against national decision-making policies including Policy DP3 on design quality.
