The fence's height, conspicuous concrete posts, and prominent siting along a highly visible boundary result in it forming a visually assertive feature that is incongruous and out of keeping with the established pattern of development, causing harmful effect on character and appearance.

The moderate weight attached to increased privacy and security benefits does not outweigh the identified harm to character and appearance, and these benefits could be achieved through alternative means with lesser visual impact.
