Main issues, as the Inspector framed them
- whether the developments represent an appropriate form of development in the open countryside, having regard to local and national planning policies
- the effect of the developments on the setting of the nearby listed building of Botterleyhill
What decided it
The absence of a required proportionate heritage assessment demonstrating the contribution of the setting to the listed building's significance meant the Inspector could not conclude the heritage asset would be conserved appropriately, and the unresolved heritage concern, attracting substantial weight, substantially outweighed the limited benefits of the developments under Policy S5.
applying Policy S5, the limited public benefits of horticultural production were substantially outweighed by the unresolved heritage concern arising from the absence of required information assessing the effect of the developments on the significance of the listed building and its setting, and Policy S5 therefore weighed against granting planning permission
